As of the end of 2022 in Asia and the Pacific, 8.3 Million people were internally displaced because of conflict and violence.

Natural hazards amplify fragility and instability in FCAS and SIDS. ADB uses multifaceted climate and disaster risk assessments to help countries prepare for these phenomena.

12 out of 15 countries in Asia and the Pacific with the highest reported intimate partner violence are from FCAS and SIDS.
ADB's engagement with FCAS and SIDS
In line with its efforts to eradicate extreme poverty and build a prosperous, inclusive, resilient, and sustainable Asia and the Pacific, ADB prioritizes support for the poorest and most vulnerable countries in the region, including FCAS and SIDS. The increasing complexities of national and subnational fragility require focused responses to ensure lasting development gains.
ADB FCAS and SIDS operations use nonstandard, tailored approaches, including flexible business processes, strengthened human resources and field presence, and in-depth analytics to better understand multidimensional drivers of fragility and apply this knowledge to investments. ADB brings added value through diverse long-term concessional financing instruments designed to support these challenging environments.

How has digital connectivity boosted growth in isolated island economies in the Pacific?
Digital connectivity infrastructure in the Pacific has helped to considerably lower internet costs and broadened access for huge swathes of the population. The improved bandwidth has led to more efficient government services, and an expansion in the private sector.

How is ADB encouraging the private sector to invest in vulnerable and isolated countries in the region, surely the risk is too great?
ADB is well placed to match investors with appropriate projects in Pacific countries. ADB can offer "credit enhancements" products when lending to private sector investors to mitigate risk. An example is the Pacific Renewable Energy Program.

Give an example of an ADB project that has made a significant difference to lives in one of the bank’s fragile or vulnerable member countries.
ADB is helping Papua New Guinea achieve universal health coverage through its Rural Primary Health Services Delivery Project. The project has established 34 rural health facilities, three urban health clinics and one district hospital.
