Mr. Morris is responsible for operations in the East Asia Department, the Southeast Asia Department, and the Pacific Department and assumed the position on 1 November 2023.
VP Morris visits ADB-financed road, bridge projects in southern PhilippinesVP Scott Morris visited project sites in Zamboanga Sibugay and Tawi Tawi provinces in the Philippines’ Mindanao region from 22 to 23 May to witness the progress and impact of the ADB-financed road sector project. VP Morris thanked Department of Public Works and Highways Secretary Manuel Bonoan and his team for organizing the visit and expressed ADB’s continued support to the government’s infrastructure development program, particularly in Mindanao where roads and bridges can help bring peace and prosperity in remote areas. ADB is the first development partner to support a major infrastructure project in the Philippines’ southernmost province of Tawi-Tawi.
VP Morris visits Viet Nam to discuss ADB's support for achieving development goalsDuring his visit to Viet Nam from 14 to 16 April, VP Scott Morris met with Prime Minister Pham Minh Chinh, Governor of the State Bank and ADB Governor Nguyen Thi Hong, Minister of Finance Nguyen Van Thang, and other senior officials to discuss accelerating ADB’s project preparation for achieving Viet Nam's development goals, including means to leverage private sector financing. VP Morris spoke on Sustainable, Inclusive, and Human-centric Green Transition at the Fourth Summit of Partnering for Green Growth and Global Goals 2030, chaired by the Prime Minister. The VP also met with development partners and the JETP International Partners Group (EU, UK, UNDP) and visited the ADB-supported Ha Noi metro project and Ha Noi College of Electro Mechanics. VP Morris, the Prime Minister Pham, and other senior officials, including Deputy Governor of the State Bank and ADB Alternate Governor Nguyen Ngoc Canh, witnessed a signing ceremony for the Climate Resilient Inclusive Infrastructure for Ethnic Minority Project II that aims to upgrade and construct transport and water supply infrastructure for ethnic minority communities in Phu Yen and Quang Tri. ADB deepens collaboration with Malaysia's Government, ASEAN+3 investors to drive green growth and financingDuring his mission to Kuala Lumpur, Malaysia from 9 to 10 April, VP Scott Morris joined the country's Prime Minister and Minister of Finance and ADB Governor Anwar bin Ibrahim, Finance Minister II and Senator Amir Hamzah bin Azizan, and ASEAN+3 investors at a high-level roundtable on finance, infrastructure, and capital markets. VP Morris also participated in the launch of the Building Supply Chain Resilience: Insights Into Greening Value Chains for ASEAN—A Collective Intelligence Playbook with Bank Negara Malaysia and UNDP, promoting SME decarbonization. The VP held meetings with the EU-ASEAN and US-ASEAN Business Councils on fast-tracking climate finance, digital payments, and disaster insurance, while highlighting innovation, AI, and resilient infrastructure as key levers to ASEAN’s sustainable and inclusive future.
ADB bolsters strategic partnerships with Singapore to boost development financing and innovationDuring their mission to Singapore from 9 to 11 April, VP Scott Morris and VP Bhargav Dasgupta met with representatives from the Monetary Authority of Singapore, Temasek, and the private sector to broaden strategic engagements promoting regional cooperation and connectivity through the ASEAN Power Grid, market development, and private sector development. Meetings with the private sector were also aimed at intensifying institutional cooperation in infrastructure, blended finance, trade and supply chain finance, pandemic resilience, and private sector investments, reinforcing Singapore’s role in ADB’s innovation, climate, and private sector development across Asia and the Pacific.
ADB inaugurates first flagship investment under the Regional Flyway Initiative in Hunan, People’s Republic of ChinaVP Scott Morris on 21 March inaugurated the People's Republic of China's (PRC) Hunan South Dongting Lake Wetland Ecological Restoration and Sustainable Development Project, jointly with the Hunan provincial government and Agence Fran?aise de Développement (AFD). Being the first flagship investment under ADB’s Regional Flyway Initiative program, the project consists of a $150 million equivalent ADB loan and a $65 million equivalent AFD cofinancing. It aims to increase resilience and ecosystem services of the South Dongting Lake and sustain livelihoods for over 720,000 people living in the area. VP Morris also exchanged views with Hunan Provincial Vice Governor Wang Junshou on future collaboration with the provincial government. AFD's Chief Representative for Central and East Asia and China Country Director Amélie Aubert joined the inauguration.
ADB Establishes Resident Mission in Solomon Islands
ADB has announced the establishment of its Resident Mission in Solomon Islands, upgrading its Honiara-based country office that has been active since 2008. Mr. Scott Morris joined ADB on 1 November 2023 and has significant prior leadership experience in both government and the non-profit sector. He is currently responsible for overseeing ADB’s operations in East Asia, Southeast Asia, and the Pacific.
Mr. Morris is an expert on development finance and debt policy with more than 25 years of experience in international economic policymaking and research. Prior to joining ADB, Mr. Morris was a Senior Fellow at the Center for Global Development (CGD) in Washington, DC. At CGD, he led work on multilateral and bilateral development finance, including the role of concessional finance in supporting low-income and climate-vulnerable countries.
Mr. Morris previously served in senior roles in the US government, including as Deputy Assistant Secretary for Development Finance and Debt in the US Treasury. In this role, he oversaw the participation of the US in multilateral development banks, including ADB, as well as US participation in the Paris Club. Prior to his US Treasury appointment, he managed the international and monetary policy portfolio of the Committee on Financial Services, US House of Representatives.
Mr. Morris holds a master of public policy studies (international economics) from the University of Michigan, Institute for Public Policy Studies, in Michigan, US. He obtained his bachelor of arts degree in government from Franklin and Marshall College in Pennsylvania, US.
